How to measure data maturity level?

There are 5 levels of maturity, whose specific analysis provides relevant knowledge for planning a path with clear and strategic roadmaps.
Maturity is assessed by looking at core characteristics of the ability to achieve each strategic goal at each level of the maturity model. That is, a company could have different levels of data maturity in relation to each area.

Level 1: Beginner
These are companies that do not collect data and do not generate or use indicators. If these exist, they are largely estimates.
There are few formal data standards in place and few good practices are employed. Data handling is not planned and is largely done on a case-by-case basis.
There are no formal mechanisms for making decisions about data quality, and the technology is not widely available.
