Mandatory labeling of goods from 2025

In 2020, the list of goods subject to labeling was expanded (with the simultaneous abandonment of UTII for these same types of products).

There are two most significant changes. Firstly, this affected those involved in the sale of tobacco products. Government Resolution No. 224 of February 28, 2019 prescribed a phased transition to the amended rules for tobacco trade, indicating specific deadlines.

This gradual transition was permitted until July 1, 2020. The registration deadline in the unified system for wholesalers purchasing tobacco products directly from manufacturers (or through importers), as well as for those who sell tobacco at retail, is June 30, 2020. For other wholesalers of tobacco products, the registration deadline is June 30, 2020 (inclusive) or after June 30, but no later than seven calendar days after the grounds for registration arose.

The next stage is that from July 1, 2020, all registered companies will be included in a single information monitoring system regarding the turnover of tobacco products. Until July 1, 2020, it is permitted to resell unmarked cigarettes. After this date, the sale of tobacco products without marking, i.e. without an identification code, will be prohibited.

As for the document flow for cigarette trade, by July 2020 it must be conducted entirely in electronic form. That is, everyone involved in the sale of tobacco products is required to draw up documents in a universal form suitable for transmission via any telecommunications channels.

According to paragraph 2 of Government Resolution No. 224 of February 28, 2019, tobacco products without markings (received or imported before July 1, 2020) must be withdrawn from circulation from July 1, 2020.

Secondly, Government Resolution No. 216 of February 29, 2020 addresses the issue of changing the deadlines for labeling goods (in particular, this concerns footwear). Initially, individual entrepreneurs selling footwear were required to enter data on the labeling of footwear products (their introduction and withdrawal from circulation, and the circulation itself) into the unified monitoring system by March 1, 2020. Then this deadline was moved to July 1, 2020.

There are also changes regarding the deadlines for marking goods listed as remaining. Shoes that went on sale before July 1, 2020 and were not sold before this date can be marked and data about them entered into the unified monitoring system until September 1, 2020.

If unmarked footwear products were purchased before July 1, 2020 and imported after this date, then by August 1, 2020, the company or individual entrepreneur is required to mark the footwear and leave the relevant data in the information system.

Starting from July 1, 2020, marking must be applied to the product packaging, either on the shoes themselves or on the label.
